Towards a territorial agenda for Galicia
Galicia’s development over the last 40 years has been dominated by short-term economic realities. However, we must now reverse these priorities and articulate first what we should do and then consider how we should do it.

Based on its knowledge and experimental pilot projects over the last 7 years, the Fundación RIA is developing a programme of collaboration and dialogue with various sectors of Galician society, in collaboration with the Xunta de Galicia and the Colexio Oficial de Arquitectos de Galicia. These sectors include public administrations, research centres, social entities and the business sector.
The support of a committee of experts, together with the Fundación RIA’s own research, made it possible to complete a first phase in which reflections on the territorial reality of Galicia were collected.
On this basis, a second phase aims to develop strategies, positions and policies that can shape a territorial approach for the development and protection of the Galician territory in the coming decades.
“Towards a territorial agenda for Galicia” starts its second phase in the second half of 2024 in Santiago de Compostela. To this end, the Fundación RIA is bringing together national and international success stories and local experts with decision-makers, business leaders and industry leaders in a series of events at Casa RIA.
A participatory process started in 2022
The initial phase of this research started in 2022 and consisted of a comprehensive assessment of territorial instruments in Galicia. This included round tables with experts from which detailed reports were elaborated. Through these activities, RIA sought to understand the existing territorial frameworks and identify areas for further analysis.
An initial self-assessment of the territorial instruments promoted by the autonomous, provincial and local administrations of Galicia was carried out. At the end of this process, a series of best practice reports were compiled that synthesized the knowledge provided by these experts. These reports helped to identify the key issues that influence public policy outcomes and have the potential to determine whether current territorial planning efforts will succeed or fail.
The reports contain recommendations based on their vision, experience and field of expertise. In addition, they identify potentials, weaknesses, challenges and priorities in relation to the Galician territory, as well as a series of corresponding strategies based on the previous diagnosis.
During the first phase, a total of three roundtable discussions and a public presentation were organised with the aim of exchanging the different views and proposals of the expert committee.
Incorporating new knowledge
The second phase of Towards a Territorial Agenda is currently underway, with a new participatory process to incorporate new voices and thus help to complement the expert knowledge generated in the first phase.
This phase will consist of a new cycle of symposia with the participation of international, national and local experts; and the organisation of a series of closed round tables with various local agents such as public administrations, research centres, sectoral organisations, social entities and business actors.
This phase is structured around six themes that were the result of the review of the points of consensus and conclusions generated in the first phase:

—Urbanisation, common space and housing
—Establishing a system of circularity
Knowledge, data, applied research, education and training -Developing an appropriate system for the development of the built environment.
—Developing an adequate system of governance and participation
—Create a planning system that links strategic policy and reality -Develop an appropriate system of governance and participation
